Re: earn meri badges, another concil

Two questions occur to me, and I'm surprised that no one else brought them up
yesterday.

Did the boy's Scoutmaster approve the boy working on those 13 merit badges
(if I understood correctly, 11 from the required list) before the work was
done? In the Grand Canyon Council, using a national "Application for Merit
Badge" form (4124), the Scoutmaster's signature is the FIRST ONE that is
required:

"so-and-so of here-and-now is a registered thus-and-so ... and is qualified
to apply for merit badge noted on the reverse side.
dated --- signed --- (unit leader)."

Second: did the scout earn those 13 merit badges before the unit was aware of
this situation? If so, perhaps we need to move this thread to our discussion
on the meaning of Scout Spirit.
