Help! Internet question

I need to talk to someone on Friday about URLs. Some method of finding
an internet item (journal or book, or article) that could be attached
to a catalog record in a university library's OPAC. I have no idea
what this is all about, and the individual I will be talking to is not
empathetic to computer dummies. She's also administration. Can any of
you internet fiends give me a hint? I need to be an expert (ha!) in
a few days, so don't be polite, just give me what, and where I can find
it. I'm looking in the trad. library tools; I've been a librarian for
2 mo.;everyone KNOWS I'm not an internet expert (I get locked up in other
systems constantly), but ... I think the L part is locator.
