I'm almost positive that this is fact. All the dates on the application
must be before the 18th birthday, but as long as everything (application,
national approval,board of review, etc.) is done within 90 days after
his 18th birthday it is fine.

If he shows scout spirit in other ways fine...but it sounds like he
had none.
