Larry, the following is quoted directly from page 15 of the BSA
booklet, Advancement Guidelines:
"Scouts who have completed all requirements for a rank prior to their
18th birthday may be reviewed and recognized within a reasonable time
after that date. For boards of review conducted between 3 and 6 months
after the candidate's 18th birthday, a statement explaining the reason
for the delay must be attached to the Eagle Scout Application when it
is submitted to the Eagle Scout Service. The Boy Scout Division must
be contacted for procedures to follow if a board of review is to be
conducted more than 6 months after a candidate's 18th birthday."
You should also check the lastest edition of the Requirements Book, the
1993-1995 version. The wording for the Scout Spirit requirement has
been changed. Scout Spirit is defined as following the Scout Oath and
Scout Law in daily life.
I realize that this next piece of advice is after the fact and probably
useless in this case, but.... Whenever parents approach me (as a MB
counselor) about working with their sons, I tell them that I do not
make appointments through the parents. If the scout wants to work on
the MB, the scout must make the appointment.
