Isn't a Merit Badge Councilor permitted to meet with two boys (or more)
without another adult present? The 2-deep rule cannot always be adhered to,
as in the case of one leader needing to take one boy to the hospital. The leader
that remains behind is in the position of the MB Councilor (assuming there
are more than two boys on the outing). Wouldn't this situation be within the
spirit of the rule? However, what about the leader who takes the boy to the
hospital: should he always have another boy along to at least satisfy the
condition of the MB Councilor?
This reasoning can get ridiculous. If we made rules to fit every
pathological case imaginable, we would be completely immobile. But a
legitimate question remains: what happens if a leader acts as one normally
would in an emergency (for example, takes a bleeding Scout to the hospital
in his or her car alone), would that leader be left out on a limb by BSA
if an abuse action were later initiated?
