There is no requirement that the awards be presented at a specific time/place.
I understand the boys' choice since for them the playoff is potentially the
"highest award" in their basketball program. I would give the boys the option
of 1) receiving the AOL at a future pack meeting with no elaborate ceremony,
2) receiving them in the mail, or 3) can they make another suggestion that
would not inconvenience the pack leaders. We had one boy who did not attend
the AOL ceremony because he was not planning on going on to Scouts. The CM and
I (I was CC at the time) put on our uniforms and visited him at his home where
we made a fairly simple presentation (only his parents in attendance). He was
rather taken by our interest and decided to reconsider his decision to not join
a troop. Last I heard, he was an active Scout serving as the lead Den Chief
for the pack.
I would NOT present the award at a troop meeting--it is a Cub Scout award.
How would you handle it if they were not ready for AOL at this time, but were
next month? My recommendation would be to be willing to make the presentation
at any meeting, but perhaps with a lesser ceremony.
BTW, I think Blue and Gold is a poor time for AOL ceremonies. As I have said
before, that is a time many cubs receive their advancement. AOL overshadows
their ceremonies. Webelos Cubs tend to receive activity pins (and thus
recognition) on a regular basis--they're always getting something at a pack
meeting. I encourage Webelos graduations in March when there are not many
other awards. It also seems to be a better time to move into a Scout troop
than February when troops are all wrapped up in preparations for our district
Trek to Ouichita Mountains in Arkansas (first week of March).
