Scouts Canada still has "Light a fire with two matches" as a requirement for
BP Woodsman. Scouts have to earn their BP Woodsman before working on other
badges. It has a set of requirements like the way your T-foot, 2nd and 1st
class ranks work.

You really do have to have an active outdoor program to do this one, though.
It's really hard to light a fire in the city- there are people who don't
appreciate fires in the city, for some reason. :)
