Sam Houston Area Council (Houston, TX) also has a Winter Camp much like the one
you described. It also takes place between Christmas and New Years and is run
like Summer Camp with a heavy emphasis on earning merit badges. Ours
also sells out most years, but I'm not sure of the total attendance. Some years
it even gets cold enough for the participants to earn our council's Winter
Camping award (below 42.5F brrr <grin>).
