Eagle just before he was thirteen. So it was possible under the older
program to receive it earlier. I didn't receive mine until just after
I turned 15, but that was because I didn't earn my First Class until I
was almost 14 (our troop hadn't been real active at troop meetings for
awhile).
I feel that it is a matter of the individual boy. Yes, sometimes it
seems like 13 is a little early but I have also seen some pretty
mature boys as well. The important thing as Jim Sleazer just mentioned
is that they completed all the requirements. It's the same as the
merit badges, fulfill the requirements as outlined, no more, no less.
