Paying for facilities:
This came up in our school district several years ago. Since
most of our packs were sponsored by PTAs, the entire PTA went to
bat for us with the school board and the idea quickly died. The
problem was eventually solved by the principals, who scheduled at
least one custodian for a "late" shift, 1 - 9 pm, Mon. - Fri.,
for example. That way, the school district did not have to pay
overtime for custodial services and, in turn, did not have to
charge the packs/troops. We did have to pay for custodial
services if we used the building on a week-end. In all
circumstances, if we used the kitchen, we had to pay $15 an hour
for a kitchen worker. If Scouts left the facilities a mess, the
principals were usually pretty quick to tell us about it.
Since then and due to recent conflicts between BSA and PTA (I
really don't want to get into this subject) many Packs and Troops
have been dropped by their PTA charter units, leaving
packs/troops without a connection to the school. In this case,
the pack/troop, as an organization not affiliated with the
school, would have to pay to use school facilities.
I think that the creative scheduling for custodial workers is a
good solution. But it is all politics and you will have to use
any political muscle you can muster.
