You brought up serveral good points. I wanted to highlight the being
friendly and attempting to work things out. I've seen people forget it
too many times.

An other suggestion, is try plan B. There used to be several places
that had inner tubing. (One our pack used for years closed.) We went to
Ski Bowl, because our Committee Chair has a cabin in Governement Camp.
There are other places.

Or, try plan C. They already have a snow park permit. The freezing
level is very high right now. It's great weather for snowball fights,
making snow forts and making snow sculptures. Our boys had fun in the
parking lot waiting for people who hadn't bought snow park permits ahead
of time. After we finished tubing, we went to our Chairman's for hot
chocolate. Some of the boys played in the snow more.
