I have no idea. I don't think there is any guidelines per WC and temp.
It would be too hard given the geographical differences. However, two
personal notes:
1. Last weekend, the marines cancelled their "campout" and Sargent Richards
was able to come camping with us (-13 degrees).
2. A committee person of my troop called my chairman and suggested that the
troop put guidelines on our own camping w.r.t. WC and temperature. The
committee chairman said no.
