district eagle review

Hi:

I was asked this weekend to take over the district's eagle review. The
only guidelines that were given were that the process should follow
national policy, and I am to train units in the process as we are now
starting a complete different orientation. (we had a council review
process where eagle boards of review and project review all went through a
council person, now we are merged with another council and all happens at
the district level, Eagle Boards will be at the troop level instead of
council, with a member of my committee there to maintain standards.)
My task is to inform, train unit leaders in the
process, and make sure that the scout is not mistreated during the time of
change.

My question to all the great minds out there, and i have been monitoring
this discussion for some time and know that there are some good ideas
here, is; What pitfalls should i look for as i start the process?

Also:
1) does anyone have a list of questions that are used for Eagle Boards?
2) what should i look for in people to sit on the eagle committee?
3) How do other councils handle the eagle concept?
