Welcome to Scouts-L network. Yes BSA does have a lot of rules and
regulations that sometimes seem restrictive, however over the years they
have found most of these necessary in order to insure that the program is
uniform and of high quality across the country.
There are some differences from council to council in things like the tour
permits. Some councils require that the unit file a tour permit whenever the
unit is meeting any place other than their normal meeting place, for example
visiting the local fire station, or doing Scout show ticket sales. Other
councils do not require a tour permit unless you are going over 50 miles.
If in doubt, file one, it never hurts.
