I would say yes to tour permits for such things as food drives, where you take i
n a larger area
instead of a more "controlled" camp type area.
I too, brought this up at our roundtable, and went to the Basic Training breakou
t sessions last
night to bring this up. The DE there said (after he said "I'm no lawyer but") t
hat he felt that
the council would cover such an accident as long as you had yourself covered by
the proper
paperwork.
