Hi Bob!
The best answer that I've received on this question (and it's a great
one...I LOVE the ones where I have to REALLY use my and everyone
else's resources...I learn a lot and I get to educate a lot on
Scouting and the list!), is the following one I got last week, while I
was in Kingsport (I got a lot of good questions answered, it was just
that poor Cathy Harp, our Administrative Assistant, wasn't up to
writing down a lot of Scouting-related answers...hehehe).
ALL of the former Presidents can be reached through the White House
Office. The official title is the Executive Office of the President,
Office of Administration. This office maintains contact and will
forward requests for Eagle Scout letters of congratulations to the
former President, since the addresses for them are not regularily
released to the public.
In your letter, according to Matt Holloway at the White House Press
Center, you need to specific whom the request is going to, the reason
why you are requesting the letter, and a date of the ceremony so that
they can establish a "suspense date" for the letter to be mailed.
I would personally allow about eight to ten weeks for a letter to be
routed, wrote, signed and mailed to the Scout or Scouter from the
former President.
A sample letter would go like this, I guess:

Dear Sir or Madam:
My name is Mike Walton. I am a volunteer Scouting leader, currently

for letters of congraduations from each of the former Presidents as
well as President Clinton to be sent to Eagle Scout Roy Boy Herbert,
a member of Troop 505, chartered to Greenwood Baptist Church, in
Greenwood, Kentucky.
Roy will receive the Eagle Scout Badge, the highest youth award in Boy
Scouting, during his Court of Honor scheldued for 9 April, this year, at
the Greenwood Executive Inn's Main Ballroom, in Bowling Green,
Kentucky. In addition to his Scouting experiences, Roy is also a well-known
and highly successful sports participant. Roy has been playing football,
basketball, golf, and swimming each year for the past three years at
Greenwood High School. While not a stellar student, he states all of the
time to the local press and groups that his accomphishments on the field
or in the water are direct result of his Scouting experiences, which has
assisted many kids here to join Scouting to "follow in Roy Boy's shoes".
Please send the letters to Roy Boy Herbert, in care of Troop 505,
Greenwood Baptist Church, 9490 Scottsville Road, Greenwood, Kentucky

Please note the following: I did NOT mention politics AT ALL. You're
*not* writing to express your point of view, but instead letters for a
Scout. I DID mention where the Court of Honor is (without the time).
Former Presidents Ford and Carter have been KNOWN to include in their
personal schedules Eagle Courts of Honor, if not nothing else than to
drop in, shake hands with the Scout and parents, and to get their
picture taken, and then leave. I don't know about Clinton, but if he
can slip into a Mickey D's on the way someplace, he *might* just drop
in if he has a couple of hours to "waste". Nixon hasn't done this
before, and don't expect him to do this at all.
I don't know about Reagan.
Finally, don't be suprised to get a "negative reply". With things the
way they are, with stuff being reduced, there's a good chance that
your letter would reach the Scout AFTER the fact or not at all....so
the most important part here is to "be prepared" and be patient.
Sorry that it has taken so long to get a good answer, but I've been
given the runaround about getting information for anyone but Clinton.
I hope that if you can't use the information now, that you can use it
later on for another Scout. But as I've wrote before, don't just use
these letters as the *only* letters...the BEST letters come from those
that PERSONALLY know the Scout or Scouter, not from politicians or
elected officials.
