Year-round School and Scouting

The school district where I live is considering adopting a year-round
calendar. The exact details as to dates have not been worked out yet.
My concern is how this will affect our scouting program, namely summer
camps. Since every school district in Texas can (and does) adopt different
schedules, it seems it would be impossible to hold council wide summer
camp programs. Our council currently has around 11 counties, but probably
over 50 school districts!

My questions is towards those areas of the country (or world) who have
year-round school and how they deal with their summer camp programs.
Any advice and experiences would be appreciated.
