One of the most important ideals of scouting is helping each boy
develop his religious life. While I agree that maybe BSA shouldn't
refuse boys whose family is atheist, and deny them a chance to
discover religion (whichever they may choose) it is also true that I
don't live in the US so I should leave it to them. But most scout
associations (i.e. belonging to WOSM or WAGGGS) agree that this is
important, and won't accept atheists as leaders.
For example, here in Italy we have two associations, one
pluriconfessional and the other Catholic. I am in the latter, and our
policy is that any boy or girl can ask to join, so long as he (and his
parents) are intrested in an association which promotes religion in
general and Catholicism in particular. It is up to the boy or girl to
decide on his religion when he grows up, but of course there are more
stringent requirements for leaders.

How do you define a "repressed homosexual"? Someone who has
homosexuality in his genes but doesn't live as a homosexual? Then, my
father is a repressed diabetic, since he is fighting his genetic
predisposition to diabetes with his diet. However, I would say that is
a way of self-improvement, and not a self-punishing act. So, well,
maybe we have something to learn from BP in this field, too.
