CENTRALIZED TRAINING

Hi Dale!
Here in Keystone Area Council in Central Pennsylvania we have both council
and district run training. The districts teach Cub Basic and Scoutmaster-
ship Fundamentals. The council runs Outdoor Webelos Leader training since
there isn't enough demand to support separate courses in each district.
The district training committee is empowered to schedule courses as frequently
and whenever needed. There have even been special courses, such as Cub Basic
for an individual unit. The flexibility is needed because of the complex
schedules of our volunteer leaders.
