Mike and Don:
Having been through myriad training courses at the hand of the BSA of
late (SLT, Wood Badge, others) it is NOT for lack of trying by the
BSA. Over and over in these classes the importance of scoutmaster
teaching scoutcraft, leadership skills, communications skills, etc. to
the troop leaders (boys) and having them pass it on, has been emphasized.
It still IS the scoutmaster's job if the scoutmaster listens to the
training provided by BSA, goes to Roundtables, goes to Pow Wow's. Maybe
people are not taking the time to do this?
