From my understanding, election procedures DO NOT change from lodge to
lodge. I know when I ran our chapter's elections, I was expected to
follow the instructions in the OA Handbook and the parallel ones on
the Election Worksheet (or whatever that sheet was called). No ifs,
ands, or buts!
The was it ran was that everyone got to vote for at most 1/2 the
people eligible, and anyone getting votes on 50% or more of the
ballots cast is elected (yes, that does mean everyone eligible can be
elected; I did once see 7 of 8 elected in a troop). On the form, the
Scoutmaster had to certify everyone's eligibility. One adult member
can be selected each year by the Troop Committee (I believe that they
had to meet the camping requirements like the boys, but not the rank
reqs). At least this is the way it ran 6 or so years ago (and I
haven't heard about any major changes).
So whoever is running the OA elections in your area doesn't seem to be
doing them according to the rules; if this is the case, you should
speak to someone (like the Elections Advisor or Lodge Advisor) about
it. If this has changed, I'm sure someone else out there on the list
can correct it.
