It seems to me that this is a issue determined by individual Pack policy by
the Pack committee. I have not seen it in any BSA docs, just postings by
Scouters here. It would be nice if the Pack budget could afford this for the
leaders. However, many Packs (rural like mine) struggle just to pay for the
essentials (awards, etc). IMHO, our families do not sign their boys up for
Cub Scouting to do fund raisers all the time! As in real life, it is not how
much money you make, but what you do with it that counts.
