In the troop I'm in they have minimized the problem by recruiting a lot of
Assistant Scoutmasters! Some of us have boys in the troop, but several do not.
We also have a very active troop committee. Committee members are available
to cover if an ASM can't. One thing my troop has done successfully is to hand
an adult transfer application to the Webelos Den Leaders as their boys bridge
to the troop. We also pay for Scoutmastership Fundamentals and Wood Badge
training for our leaders.
