Jeff, this thought may be more long term than you are looking, but it did
work. My troop's committee meets on a monthly basis. Each month, our
ASMs for the New Scouts program meet with the parents. This is at the
same time as the troop committee meetings. After the new scouts are in for
the 1st year, the parents don't come to the meetings, but are encouraged
to joing the troop committee. Since they are use to meeting on these nights
anyway, it works out for the best.

Having the regular meetings with the parents also sets up a feeling that they
share in the running of the troop. It is also a time for some long term
assessment of the quality of the parents. Not every parent would make a
good adult to have on trips.
