RE. the problem of parents who don't go along on the outings:
Our troop has the same sort of difficulty except that it usually
involves parents who never transport. Our COR and the CC along with the
rest of the troop committee have decided to institute a policy that will be
in essence; "if you don't occasionally transport boys, your boy wont be
allowed to go on the outings." There will be exceptions for those with
valid excuses. I don't know if this will work, but it's going to be tried.
