Kim, I have a few comments.
Having a Committee that is made up of ACTIVE parents is a fantastic luxury.
However, I have seen that sometimes some parents expect a rubber stamp at
BofR's. (There is NO implication intended.) When it has been my own sons
at an SM Conf. or BofR, I make it clear that there HAD BETTER NOT BE a
rubber stamp. Each Scout must be reviewed on his own merits and ANY
personality conflicts (or personal influences) MUST be left outside the room.
I agree that the BofR should have set a goal for the Scout to accomplish
and to set a time limit, i.e. "you do this and we will see you again
in 2 weeks". But since they did not, insist upon an IMMEDIATE BofR but
completely change ALL members of the board. Start fresh.
I would, however, talk to the board and let them know any real reasons for
the Scout not passing the previous board. Ask them to keep it all in mind
but not let it influence their decision or questions. Another conference
with the Scout probably would not hurt either. Just to talk to HIM about
the situation. And make sure that he, himself, leaves all animosity and ill
feelings outside the door, too.
IMHO, that would be the best for the scout.
