Kim, if the Board of Review did not pass the Scout, they should have
provided him with criteria that he needed to meet before returning for
further review. If they did not do this, then they did the Scout a great
disservice and they should reconvene and provide him with a list of
criteria. When the Scout has met these criteria, he should return for
further review and if the criteria are met he should be advanced.

One error you may be encountering is that the board of review has
taken the responsibility for TESTING the Scout rather than REVIEWING what
he has accomplished. They are NOT a board of RETEST but a board of REVIEW.

I have experienced a number of occasions where a scout was not approved for
advancement, but in all cases, there was evidence of SEVERE shortcomings in
completion of requirements. The problems were explained to the Scout and he
helped the board determine how he should proceed. Most Scouts will suggest
that they work on their own and return next month for a second review.
