Board of Review

I have been following this list for some time now and I know there is
always many good answers to everyones questions. I hope you will be
able to help me out with the following problem.

I have been with scouting for some time now but I have been a SM for
only 6 months which have worked out very well. The last SM is now
an ASM and helps me out with many things that come up. About 6 weeks
ago, when I was out of town, the troop had a board of review for one of
the boys going for Life. I had done a SM Conf. the week before and felt
that he had come a long way. He has never been a real team player but I
felt he had made a lot of progress in his attitude. The problem is that
he failed the board of review. There were several things that went
wrong, some by the board and some by the boy. There even seemed to be
a personality conflict between the boy and one of the members of the
board. The boys father is a CM for the troop and is very active and
when this happened the got very angry and said some things that
shouldn't have been said.

When I got back in town and found out what had happened, I went to the
district people because the always said they would always be there to
help. This seems to have been my biggest mistake because it has been
several weeks and they still keep changing their story of what needs to
be done. Tonight we have our next meeting and I would like to get
passed this. I think we will conduct another board of review tonight
to retest the boy which is not what the district has suggested I do.
I can't beleave this has never happened to anyone else and that there
is not a precedence for this.

Any input would be helpful.
