A "boy-run" troop means that the scouts get to elect the leaders that THEY
want. Unless you have an overwelling amount of "rowdy" scouts, the scouts
should elect the person they want. In addition, at least in our troop, the
SM and ASM (me), sit down with the junior leaders every september and explain
what there duties are, and give them a small project, or list of assignments
to be accomplished within the next month. This is their "probationary
period". If they are unable or unwilling to do the work, then they are
removed by the SM. For example, we have a camporee in the end of October.
The SPLs job is to get the troop prepared for it. This includes setting the
theme of the scout meetings, and making sure the patrol Leaders are doing
their jobs to get ready for this trip. The success of failure of the
camporee does NOT decide the SPLs fate. BTW, I do not expect the SPL will
have any problems with the tasks we have asked him. He is a good leader.
I hope this will help. Your SM is correct though about the boy-run troop.
If the committee or the SM start running the troop, you will have alot of
problems. We are in the end stages of getting our troop back to "boy-run"
after about 3 years of SM/ASM run. (We lost all our junior leaders all at
once, after they earned Eagle.)
