I'm sure you will get lots of ideas from the list. One method of controlling
the absentee system is used by a local unit. They require all candidates for
a postion to have attended at least 60 percent of the meetings and 60 percent
of the troop activities in the preceeding six months. They must meet the same
participation requirements to get credit for having served in a leadership
position. Elected leaders are asked to sign a leadership contract stating
that they understand the requirements. (BTW, in this troop, all offices
except den chief and troop guide are elected, but that's a separate issue.)
As for electing an unregistered scout . . . not even a possibility . . . but
then my college did elect Goofy as student body president (on a write-in vote)
