There was a mamo sent to Scout Executives on 4/28 that said that, and it
also said that members of Explorer Posts who have earned at least first
class in a troop may continue to work toward Eagle until (can't read the
month) of 1999. Venturers won't have the time limit - the clause about
Exploring was apparently put in to ease the transition.
