I've never heard of that award, which would lead me to believe that it
either no longer exists, or is only awarded on a local level.
The current "official" awards available from APO are Distinguished
Service Keys at the chapter, section, region, and national levels, plus a
national Distinguished Alumni Service Key available to individuals in
APO, and several national program awards available to chapters.
Individual chapters, sections, and regions all can create their own
awards as they see fit in addition to the above.
(BTW, APO is no longer the "Official Fraternity of the BSA". Although they
have strong historic ties, and both are founded on the same principles,
APO and BSA are separate organizations, with separate membership
requirements and programs)

The APO national office was making a certificate available to the
chapters that wished to send it out to recognize Eagle Scouts, GSUSA Gold
Award recipients, etc., however, it is currently out of production. (A
replacement shouldbe out in the next few months, however it will probably
still be handled at the chapter level.)
