John, Marie could have (and I did) get the age requirement from this simple
declarative sentence in the first paragraph on the inside of the Explorer
Application:

"I am at least 14 years of age and have completed the eighth grade
or am 15 years of age and not yet 21."

This paragraph is one of three preceding the Explorer Code, and the a
place for the Explorer to sign (in 8 years and literally hundreds of
applications I've processed, I don't ever remember seeing one of these
signed, however).
