Kathy, if these kids are 14 and going into 8th grade next fall, they'll be
turning 15 pretty soon. The requirement is 14 and finished 8th grade OR
15. It won't hurt them to wait until they're 15 and it will meet the
letter of the law (not a bad place to meet).
