Service stars represent years of registration. The stars you get from the
Service Center are for youth or adults. These do not need to be continuous
years.
There are also service awards that are for adult wear and are generally
distributed at district or council annuql banquets. These are in five-year
increments.
The red berets may still be available from a local trading post or Scout
Shop, however they are not listed in my catalog (which, unlike my
Advancement Guide, *is* current and universally official <VBG>).
