Berets & Service Stars

Fellow Scouts,
1) What are service stars, what do they represent? Can scouts wear them,
or can only adults wear them.
2) Does the Boys Scouts of America still manufacture the red berets. If
not, does anyone know a place where used berets are still sold? Can
anyone describe the patch in front of the berets.
