Sort of.

Let's say you join what will become a Venture Crew (currently a high
adventure Explorer Post). You will remain registered with your troop
and you will only pay BSA dues to your troop. You will have to fill
out a little green application form for Exploring/Venturing. You will
then be registered as a Boy Scout in Troop 101 and Venturer in Crew
1234.

Does that make sense?
