This is quite a large question. You may want to contact your local Boy Scout
Council for literature. There are new post startup packets, etc. available.
The Explorer Leader Handbook (number 34637) (usually a charge for it) has
the details to run a post, etc. The New-Unit Kit, Explorer Post (number
23-909) is available. One would hope there is an active Exploring committee
in your local Boy Scout Council that could get a person to assist and answer
questions. Your District may even have an Exploring service team, volunteers
that help with Exploring in the District.
Some of the key things you need (not all) are Youth (ages 14-20), Advisors
(21 or older), and a charter (sponsoring) organization. The Advisors and
Youth are probably the hardest to come up with. The youth and adults don't
have to pay twice if they are already registered with Boy Scouts (these
would be dual registered).
Exploring has advocated the use of First-Nighter meetings to recruit youth.
This meeting usually has some activity to draw the youth.
