That is one question still up in the air, but my feeling is that the answer
will be yes.

I don't think so. Under new LFL policies, members will be called
participants, and not members of the BSA. Venturers will be considered
members of the BSA which is required for membership in OA. So they need to
register also with a Crew, Troop, or Ship.
