I've heard that LFL Explorers will NOT be able to participate in any
jamborees, high adventure bases, etc. because they are
"participants" instead of "members" of the BSA. The council base
might be up to the local council -- that I don't know for sure.
(And as always, we have to wait and see when Aug. 1 rolls around for
all of this).
