Well, that's the easiest Eagle advancement combination to answer.
He'll be staying with the Boy Scouts of America. As I recall,
Venturers will be able to work on Eagle just like all Explorers (who
qualify) do now. For the Explorers, there will be a brief but fair
grandfather period for them
