Changes in Exploring program -- Eagle Rank

Thanks for the note Olan, that has answered a lot of my questions. I
still have one question I am not sure where to get an answer for.
I have a young man in my post who is working on his Eagle. He is at
least 3 months away (He has not started working on his Personal
Management MB yet). Will he be able to finish it up as a venture scout?
A little bit of history, He was a member of a troop but due to some
problems in that troop he decided that he would do the rest of his work
in the Explorer Post. He is not interested in returning to a troop
environment (I guess being 16 and interested in "fumes" (Perfumes and
Gas Fumes) will do that to a young man).
Thanks for any advice you can give.
