Personally, this is probably a very good idea no matter what else
comes of it. In my Council, we have always avoided government agency
sposors wherever possible. Our Law Enforcement Posts have been
sposored by either the Police union, or the Police Athletic League.
Our ships have been sponsored by private corporations or "Group of
Citizens"

Remember, any group of people can call themselves "Concerned Citizens"
or "Parents' Club" or whatever and be a sponsor, as long as they can
fulfill the responsibilities.

Find groups that already actively support Scouting on a National level
like the Knights of Columbus, Elks Clubs, etc. The Relationships
division in Irving has a rather extensive list of these kind of
groups.
