Well, I've dug through the insignia guide and the only help it offers
is that the examples shown for Explorers has the "EXPLORING BSA"
strip above the right pocket -- and the green field uniform shirt is
the only item still continued that has that. Strangely, there don't
appear to be any shoulder loop regulations for Sea Scouts....=)
We probably won't need to know the answer to this one since it'll be
a dead issue in a few months anyway.
