Jason,
I thought I would add yet another example of how an EOA/EPA is set up. Our
council, Samoset Council in northern Wisconsin, continues to call its'
council level Explorer program the EPA (Explorer President's Association).
It used to be that all post presidents were members of the EPA and
represented their post in the EPA. Now, because of declining participation,
all Explorers are welcome to participate in the EPA. Election of EPA
officers is held at the annual Explorer Awards banquet in November. Our EPA
has 3 officer positions - chair, vice-chair, and secretary/treasurer. The
EPA plans 4 council wide Explorer activities for the year - a summer event,
fall event, the awards banquet, and a winter event. They also sit on the
council Exploring Committee and report to the council's Board of Directors
about the council Exploring program.
Within the last 2 years our council has started district level EOAs
(Explorer Officer Association) in 2 districts. They have met with some
success, having better attendance than the EPA meetings. Our council is
quite large geographically, it's about a 3 hour drive from one end to the
other, which probably limits participation by Explorers in council wide
meetings. It seems people are willing to drive about 1/2 an hour for a
regular meeting. Since our district doesn't have an EOA, I can't really tell
you how they're set up or what they've been doing.
Another council level idea we're trying is cluster groups. This is grouping
posts with similiar interests together. Our council plans to try 5 cluster
groups, one being law enforcement, another being high adventure, I'm not
sure about the other 3.
