Like others have said, no -- an EOA shouldn't exist below or above the
council level. If you do large districts (we have 15,000-20,000
Explorers at council and at least 30 posts/ships concentrated in my
district) then I would suggest trying to organize Exploring
roundtables -- the only need for a presence at district should be to
help old posts re-start and new ones form, IMHO.

Our officers are nominated at our Nov/Dec meeting and elected at the
next EOA mtg, usually Jan/Feb

Most meet quarterly, but to keep attendance up and accomplish much,
monthly meetings are a must.

Everyone else here has gotten it down pretty good--but one reason the
guidelines aren't too strict is because it should adapt to meet the
youth and the council's needs.

I can't speak for every council -- your Exploring Execs/Committee will
probably decide like mine will -- but stay tuned for plenty of new
info around August 1.
