Nothing prevents a Rover from also serving as a full Venturer advisor (or
an assistant advisor if that's what they want to do), since they will
generally be of the appropriate age to do so.
I'm a Rover and I advise a Venturer company as well.
I don't think that having Rovers will detract from Venturer leadership.
Not because explorer advisors tend to be old, but because simply keeping
people in Scouting is good in the long run and will pay off.
