Bill,
I agree with what your saying. Our post too is sometimes viewed by
the local scoutmaster as a competing unit. In reality, the boys we have in
our post who are also in a troop are some of the most active boys in their
troop (3 out of 5 are working on their Eagle). We are somewhat different
than your post, however, in that we started with a group of girls who mostly
were not into scouting and then expanded with a group of boys who also were
not into scouting. Most had tried either Girl Scouts or Cub Scouts, but
dropped out. Perhaps this is partly why our members are not interested in a
rank structure. Maybe that's one of the things they didn't like about the
traditional scouting programs. We have elected officers who have postitions
of responsibility. That seems to be a structure our members are happy with
and it's been pretty effective for running our program and for leadership
development.
