I have to agree with Pat. Scouting (and Venturing and Rovering) are
activities for youth. Adult unit leaders are around to serve as advisors
and coaches, helping to lead the youth. Scouting is, after all, a program
to help _youth_ become good citizens through a program that's fun. The
focus is definitely on helping the youth, not the adults, have fun.
I would love to see a Rovering program within the BSA for youth aged 21-28.
Such a program would attract youth who like Scouting or Venturing but who
are less interested in being adult leaders. The only potential problem, as
has been pointed out, is that Rovering might detract from the adult
leadership in Venturing. First, my experience has indicated that Explorer
Advisors are mostly in the parent age range (that is, older than 28).
Second, Rovers could be dual-registered as Venturer Adult Leaders. Or, as
I wrote in a message in February, a position could be created that is
analogous to the Den Chief position. Just as the Den Chief is a Boy Scout
who helps with a Cub Scout Pack, a "Venture Guide" (or some other
better-sounding title) would be a Venturer who helps with a nearby Boy
Scout Troop. Similarly, a "Rover Guide" would be a Rover who helps with a
nearby Explorer Scout Post or Sea Scout Ship. This latter plan might
encourage Venturers to be involved with Boy Scouts and Rovers to be
involved with Venturers, but it's just an idea.
Anyway, all in all, I think having Rovers in the BSA would be great!
