Paint-ball shooting is listed as an unauthorized activity. You can find
it on page 25 of the 'Guide to Safe Scouting' no. 34411. This is THE book
on BSA health and safety regulations.
It states "The activity commonly referred to as 'War Game'- in which
individuals shoot paint or dye at one another - is an unauthorized activity.
